Issue:
Cost center requirement not properly enforced
Bug description:
The cost center requirement was not properly enforced. Regular users could select "N/A" in the cost center dropdown within the booking and service request windows, even when a cost center was required. This option should only be visible to admins.
Resolution:
- Regular users no longer see the "N/A" option when a cost center is required.
- Only resource and provider admins can select "N/A" in these cases.
- If a regular user does not have a cost center assigned, the following message is shown: “A cost center is required to proceed, but none is currently set up.”
