Improved feature: Greater control over resource type management

(Note: This feature was improved during sprints 632-637 with the latest update deployed on August 15.)
This update gives organisations more control over how resource types are created and managed.
Organisation (super-)admins can now:
- Decide whether provider admins can create new resource types
- Restrict access to global resource types
- Link specific resource types to one or more providers and/or organisations they manage
Key changes:
- Removed unused and misunderstood options
- Removed the image, description, and “Exclude from resource searches” options from resource types. These options were rarely used and often misunderstood.
- Resource admins can no longer add new resource types from the Settings tab in the Edit Resource dialog. They were only able to do so under certain circumstances.
- New organisation option: Disable resource type creation
- When enabled, only organisation superadmins can create new resource types.
- Provider admins can only select from existing resource types in the Settings tab of the Edit Resource dialog and in the Create Resource dialog,
- Exclude global resource types
- Available only if the option "Disable resource type creation" is enabled.
- Hides resource types applied to “All” from the grid in Admin > Resources > Types as well as in resource type dropdowns in Edit Resource and Create Resource dialogs.
- Linking resource types to organisations
- New organisation multi-select field added in Create/Edit Resource Type dialogs.
- Linked resource types will be available to all providers affiliated with the selected organisations.
- Organisation superadmins can select organisations they are superadmin or organizaton admin of.
- Import template update
- Import template now supports provider and/or organisation GUIDs.
- Multiple entries can be separated with a semicolon.
