Unexpected behaviour when granting user access from the training menu for users outside of the organization

I have noticed that the button for granting a user access to the resource from the training request menu (see attached image) seems to not grant the user access if said user is from outside of the organization. For internal users it has been working fine.

Unless I am doing something wrong, this appears to be unintended.
